This is a follow-up to my previous post on homemade valentines. Check it out if you haven't already. Here are some more ideas of some fun toys you could use for non-candy valentines:
“I Wheelie Like You” printable Valentines
I love how this one turned out. I used flying saucers for the front wheel and it's so cute. You can also add a bouncy ball for the back wheel, but it's not necessary.

I Love how cute these hand clappers are and they are also SUPER CHEAP! Win-Win. The printable comes with 2 versions: “you've won my heart HANDS DOWN” and “You Hold My Heart in Your Hands.”

There are tons of Valentine Printables out there for using bouncy balls. Here is one of my favorites:
This “Blow Me a Kiss” printable can be used with lip whistles, or there is also several printables out there for bubbles!
These Love Bug Printables are probably one of my very favorites! Just print and attach an insect!
Use fun finger puppets for these “We Were Meant to BEE Friends” printable Valentines
Some other fun ideas that I thought of but didn't get around to (If you really want one of them, I can make it):
“Valentine, You fit the BILL!” using $100 notepads or erasers (You could also use “Don't change” with coins)
“You're the missing piece to my PUZZLE” -any kind of puzzle toy
“We go together like Jack and Jill” –Jacks & ball toy
